New down B is finished and works perfectly. It works like this:
Ridley uses Down B, his skin gets darker and dark aura appears around his chest. He gains super armor that will break after taking enough damage (it won't be fixed unless he heals himself either through items or grab attack) and his skin reflects every projectile that is possible to reflect. It doesn't breakes like other reflectors and he isn't immobile while in this state. All of his attacks except for jab (made it like that only to avoid any bugs that came up when he was slowed down during jabs) and pretty much every animation is slowed down by 20%. This buff lasts for 7 seconds. Ridley still can be grabbed and thrown while in this state. Ridley will still have it even if he is interrupted during Down B. Timer starts counting down only after he anyhow goes out of Down B animation.
